1. INTRODUCTION AND WELCOME BY TOWN MAYOR
In the absence of the Town Mayor, the Deputy Mayor, Cllr Bob Taylor welcomed members to the first session of the new Youth Council. Cllr Taylor chaired the meeting but advised members that in due course a Chairman and Vice Chairman should be elected from among themselves after they had had an opportunity to get to know one another.
Cllr Taylor gave an explanation of the three tiers of Local Authorities within Bishop’s Stortford and explained the areas of responsibility of each. Cllr Taylor advised members of the opportunity they had been given to influence members of the Town Council and make the Council aware of the issues concerning young people in Bishop’s Stortford. He considered that members should discuss issues with their peers at school to discover their concerns and needs and bring them to the Town Council. Whilst it would not always be within the Town Council’s remit to act on the issues raised, nevertheless, it would be possible for explanations to be sought from other authorities and he urged members to be vocal on behalf of the youth of the Town and to become involved in the local community.

RESOLVED: that the minutes of the meeting held on 17 May 2007 be confirmed as a correct record of the proceedings and be signed by the Deputy Mayor
6.YOUTH ADVOCATES SCHEME
Members had been circulated with details of the above scheme.
RESOLVED: that the details of the scheme be noted.
7. MATTERS RAISED BY YOUTH COUNCILLORS
Cllr Taylor advised members that this agenda item was for members to raise any matter which was of concern to them, that they would either like to see discussed or to seek an explanation from the relevant Authority.
Remembrance Sunday
Cllr Taylor advised members of the Remembrance Sunday Service which was due to take place on 11 November 2007 at the War Memorial in Castle Gardens and he extended an invitation to Youth Council members to attend and for one member to lay a wreath alongside the Deputy Mayor and the Vice Chairman of East Herts Council.
Mayor’s Quiz Night
Cllr Taylor extended an invitation to members to attend the Mayor’s Quiz night on 17 November 2007 at St Michael’s Mead Community Centre.
Town Plan
Cllr Taylor advised members that the Town Council was considering producing a Town Plan for Bishop’s Stortford and was seeking a representative from the Youth Council. It was agreed that this matter be deferred until the next meeting.

Election of member to the Town Council’s Town Plan Working Party.
