1. APOLOGIES FOR ABSENCE

2. MINUTES OF THE MEETING HELD ON 5 OCTOBER 2006
RESOLVED: that the minutes of the meeting held on 5 October 2006 be confirmed as a correct record of the proceedings and be signed by the Chairman.
3. DISCUSSION WITH REPORTER FROM HERTS AND ESSEX OBSERVER
Unfortunately, a reporter from the Herts and Essex Observer was not able to attend the meeting. Cllr Mrs Hollebon suggested that the Chairman contact other local newspapers covering the area.
RESOLVED: that this matter be deferred.
4. ELECTION OF VICE CHAIRMAN
RESOLVED: that Youth Cllr Miss Rowbottom be duly elected.
5. DONATION OF SAFETY ALARMS TO SIXTH FORM PUPILS
Members had previously been circulated with a press release providing details of Harpenden Youth Council’s donation of safety alarms to sixth form pupils. Members felt that there was merit in the initiative but that further investigations would be necessary before the Youth Council could consider this a suitable project for Bishop’s Stortford. It would be necessary to investigate the cost of such alarms and the number of female pupils involved in order to establish a cost for the project. Cllr Mrs Hollebon suggested that it would be advisable to discuss the merits of the suggestion with Inspector Andy Piper prior to proceeding with the project.
RESOLVED: that members establish the interest among pupils at their schools and ascertain the amount of alarms required.
6.IDEAS TO BE INCLUDED IN PRESS RELEASE
The Chairman agreed to contact the press to arrange for an article to appear in the local paper detailing the work of the Youth Council and he sought members ideas for inclusion in the article. Members suggested that the article should include details of who the Councillors were, the schools they represented, the method of contacting members, as well as details of the Youth Council’s budget, the project already supported and a mission statement.
7. MATTERS RAISED BY YOUTH COUNCILLORS
Remembrance Sunday 12 November 2006
Cllr Mrs Hollebon reminded members of their civic duty and suggested it would be appropriate for the Youth Council to be represented at the Remembrance Sunday Service on 12 November 2006 at the War Memorial in Castle Gardens. The Chairman agreed to attend as well as lay a wreath on behalf of the Youth Council, and other members agreed to be present.
Provision of a Youth Shelter
Cllr Mrs Hollebon advised members that she had been approached by several young people, who had requested that the Town Council considered providing a youth shelter in the Town. There were many young people who liked to have a place to meet their friends outside, but they were often moved on from congregating in various locations throughout the town and Cllr Mrs Hollebon sought members views on whether they considered there to be any merit in the proposal prior to her raising the matter with the Town Council.
RESOLVED: that this matter be considered at the next meeting.
Street Pastors
Members had been circulated with details of a Street Pastors scheme, which Churches Together in Bishop’s Stortford was currently considering introducing in the Town. Whilst members recognised the merits of the proposals, they expressed some concern at the possibility that Pastors may attempt to introduce too much of a religious aspect in the role and members also felt that the Street Pastors would need to be clearly identifiable and have been police checked prior to taking on the role.
