634. PROPOSED TOWN COUNCIL POLICY ON SECURITY SHUTTERS

635. THE HERTFORDSHIRE (SOUTH STREET AND NORTH STREET) (PROHIBITION OF STOPPING AND WAITING EXCEPT TAXIS) ORDER 2007
Members had been circulated with a copy of a letter from Hertfordshire Highways setting out proposals to improve road safety and to regulate the existing taxi ranks in South Street and North Street. No comments were made with regard to the North Street proposals. However, in respect of South Street, concern was raised regarding the present situation where the parking of taxis was evident on both sides of South Street for long periods and were invariably left unattended. The problem was also evident in the vicinity of the Bowling Club where members were finding it impossible to park.
RESOLVED: that the above be noted

638. URGENT BUSINESS
i) London Road Safety Barrier
Cllr Gray referred members to an incident which had occurred on
10 February 2007 when a car had demolished a section of the safety barrier adjacent to the London Road Allotments. To date no permanent repair had been carried out and the temporary repair would appear to be totally unsafe. The Clerk was requested to seek a response as to why the matter had not been satisfactorily concluded.
ii) Wheelchair Access - Wilson Bowden Development
Cllr Gray stated that he had visited Park View, the new block overlooking the Paddling Pool and he had established that wheel chairs could not manoeuvre round the bends on the disabled ramps.
iii) Discharge of Water - Wilson Bowden Development
Cllr Miss Woodman stated that she had recently visited the Terrace Restaurant and, on the day in question, workmen had allowed water to cascade onto the highway from a chute adjacent to the building. There appeared to have been no supervision and many people had been inconvenienced by the episode.
iv) Building Regulations/Planning Permission Follow Up
Cllr Miss Woodman drew members' attention to the facade of QS and WH Smith and questioned whether planning permission had been granted for the type of bricks used.
v) Public Enquiry - Wilson Bowden Development - Phase II
Cllr Taylor reported to members his observations in respect of the public enquiry which he had attended.

In the absence of the Town Mayor, the Deputy Mayor, Cllr Mrs Hollebon took the Chair. Prior to commencing the proceedings, Cllr Mrs Hollebon welcomed Cllr Barnes to the meeting. She was pleased to see him in attendance and expressed her sentiments that the thoughts of the Council members were with him.

612. PRESENTATION TO THE COUNCIL BY INSPECTOR A PIPER, HERTFORDSHIRE CONSTABULARY
Inspector Piper gave an update on policing within Bishop's Stortford.
Over the last five months there had been a reduction in the crime levels which were now averaging between five and six a day across the whole spectrum. East Herts figures from the Crime and Disorder Reduction Partnership recorded the lowest level of crime in the area.
Anti-social behaviour continued to be a problem with Anchor Street being the hotspot. Three weeks ago there had been a spate of thefts of vehicles at this location. Offenders had been identified and were awaiting trial. Cross border co-operation was being undertaken with Essex Police and this was proving very successful. Criminal damage continued to be a problem, but this was being tackled by the appropriate police team.
The introduction of CCTV had significantly improved the crime detection rate and incidents of shoplifting had been dramatically reduced. The presence of CCTV cameras complemented the work of the Police in that it was equivalent to having 12 extra policemen.
The Government sanctioned detection rate had been set at 27%. However Bishop's Stortford at 30.4% was slightly above the Government target. There would appear to be a higher level of perception of crime than actual crime. Such perception being high in both Bishop's Stortford and the surrounding area. Every effort was being concentrated on ensuring that there was increased police visibility throughout the Town. Currently there were 11 members of staff at the Police Station in Bishop's Stortford, of which there were five PCSOs, with a further three commencing duties within the next week. The PCSO visibility in the Town was very much appreciated and the feedback from retailers and the general public seemed to indicate that their presence was a deterrent to would-be criminals. The services of the PCSOs certainly complemented the work of the full-time police officers. Shop lifting had been significantly reduced.
A lot of work was being undertaken with the YMCA. Currently, the Police were in the early stages of developing an understanding with the youth of the Town, in particular, on the Thorley and Havers estates. Currently, anti-social behaviour was down, although it was accepted that this was primarily due to the time of year. The Police were preparing themselves for a possible increase in the summer months.
With regard to the Custody Suite, members were informed that this was opened from 3pm on Wednesdays to 3pm on Sundays and was staffed 24 hours of the day during this period. Liaison with Essex Police was working well.
A number of high visibility operations were being undertaken involving various sections of the Community. These operations had proved very successful. In general, with the help of CCTV and the high visibility approach by the Police through PCSOs, there had been a significant reduction in crime throughout Bishop's Stortford. Pub Watch was up and running well and also the new radio link. Covert operations were being undertaken at the Bishop's Stortford railway station and a number of potential criminal activities had been prevented. There had been an immigration issue in the Newtown area with six people having been arrested. Discussion had been entered into with the Stansted Airport Authority with a view to addressing the effectiveness of its security.
In conclusion, Inspector Piper was of the opinion that a lot of good news was coming out of Bishop's Stortford and he was positive of further advances in crime reduction.
After the presentation, a short question and answer session took place with the following matters being raised:-
Q Cllr Gilbert enquired as to whether there had been positive feedbacks from CCTV.
A As previously stated, shop lifting crimes and criminal incidents generally were down as a result of CCTV. There was no doubt that the presence of CCTV was akin to having extra police officers.
Q Cllr Pinnell referred to the presence of large lorries entering Bishop's Stortford and he enquired whether PCSOs could give attention to addressing this illegal activity.
A The road police team would be giving consideration to this matter, along with the assistance of the PCSOs. A successful operation had been undertaken in Buntingford along similar lines.
Q Cllr Pinnell also referred to the number of cars with missing headlights and to the resultant dangers this caused. He asked whether the police were taking any action in this matter.
A This matter would be addressed by the road policing team.
Q Cllr Demonti referred to the Town being used as a race track during the evenings.
A The Police were very much aware of this problem and actions were being taken to identify and curtail this activity.
Q Cllr Demonti sought confirmation that the Custody Suite was not open on Mondays and Tuesdays.
A This was confirmed.
In conclusion, Inspector Piper was thanked for his attendance and he indicated that he would wish to attend future Town Council meetings, on a fairly regular basis, to discuss policing matters generally and members' concerns in particular.

The Clerk gave members a brief up-date on proceedings to date:-
Procession:

ii) Road closures submitted to SAT team
iii) Marshalling of route - considering engaging the services of the AA to carry out the duties at a cost of £3,000, which would involve no Town Council staff. Grant funding was being investigated
Fun Day: i) Carnival and Fun Day packs were prepared and dispatched during mid February. 500 sent to charities, schools etc. 810 to the business community
General: i) Full colour programme being produced by Access Magazines at no cost to the Town Council and would be sent to every resident of Bishop's Stortford
ii) Carnival page and application pack to be on the web site on or before Friday 23 March 2007
The Clerk stated that the whole administrative operation as above was being undertaken by the Town Council staff (Janine, Tricia, Juliet and Louise).
Members wished it recorded their appreciation to the staff for their input.

REPRESENTATION ON RHODES MANAGEMENT COMMITTEE
Members were informed of the recent discussion of the Rhodes Birthplace Trust taken at its meeting held on 5 March 2007 to restructure the Trust by disbanding the existing Management Committee. A new Management Committee had been set in place comprising a new Arts and Museum Management Committee and a Finance and General Purposes Management Committee. The latter comprising four Bishop's Stortford Town Council members (Cllr Burlton, Cllr Demonti, Cllr Taylor and Cllr Wyllie). Members confirmed the temporary representation and were informed that the first meeting of the Management Committee (Finance and General Purposes) was scheduled for Tuesday 3 April 2007
623. EAST HERTS CULTURAL STRATEGY
Members had been circulated with a copy of one response, that of
Cllr Mrs Hollebon, setting out her comments on the Consultation document. The general consensus of members was that the content of the document was unclear, with no lucid indication of precisely what was required. It was felt by members to be an ill-conceived document. Nevertheless, members thanked Cllr Mrs Hollebon for her input and supported the content of her report for onward transmission to East Herts Council.

Health Provision Facilities A Notice of Rescission had been received in accordance with Standing Order 42 in respect of Min 556 of the Town Council meeting held on 19 February 2007.
Following a full discussion on the rationale in support of the rescission, and on the understanding that any decision taken would not commit the Town Council to any future development of the site, it was

603. PROPOSED TOWN COUNCIL POLICY ON SECURITY SHUTTERS (Cllr Warnell)
Cllr Warnell tabled for members consideration a draft policy which he had prepared regarding the use of solid security shutters on Bishop's Stortford retail premises. He stated that such shutters gave the appearance of boarded up properties which in turn contributed to the negative impact of the locality, often attracting vandalism and graffiti. Members concurred with Cllr Warnell's view but requested that he amend the proposed policy slightly to reflect the positive aspects of the use of open security shutters.
604. EAST OF ENGLAND PLAN
Members had been previously circulated with the Clerk's response on behalf of the Town Council to the East of England Plan, which members noted and were pleased to approve.
RESOLVED: that the Town Council's response to the East of England Plan be ratified.

Members had been previously circulated with a copy of the consultation document for a proposed bypass for Little Hadham, which members welcomed.

Cllr Pinnell stated that he had included this item on the agenda for members to consider what action could be taken to possibly secure the reinstatement of amenities which had been lost to the Town over a number of years, despite the growth in the population. The amenities lost included the Accident and Emergency facility, the Magistrate and County Courts, Social Services and the Job Centre.
Members considered that the Planning and Environmental Committee was not a suitable forum for such a discussion and recommended that this matter be an item on a future Town Council agenda.
RECOMMENDED: that the loss of amenities in Bishop's Stortford become an agenda item on a future Town Council agenda.

Tow Path from Leisure Centre to the Tanners Arms (Cllr Warnell)
Cllr Warnell reported that there was a large amount of rubbish on the Tow Path. Cllr Mrs Symonds advised members that British Waterways had made arrangements to clear the rubbish this week.
Bridge House Public House (Cllr Warnell)
Cllr Warnell expressed his concern regarding the poor state of the Bridge House Public House following the recent fire. Cllr Demonti advised members that the site was currently the subject of an investigative insurance query and that no rebuilding work could commence until the investigation had been completed.
